The text itself is short, and it is kept at the length it was written: padding an old note out to a modern word count would change what it says.
Start » Settings » Control Panel » Display » Desktop tab » Customize Desktop button. Down the bottom you can set it to “clean up” your desktop every 60 days. Not quite the same as deleting everything, and seeing as it’s part of Windows it probably doesn’t work anything like you’d expect it to, but hey, it’s a suggestion :)

The list underneath is there for the same reason: one page rarely settles a question on its own, and the neighbouring entries carry the rest of it. Dates and version numbers are carried over from the original page rather than refreshed, so an old page reads as old.
